This Home Office annual report on police powers and procedures draws together statistics on the following topics: arrests for recorded crime; stops and searches under the Police and Criminal Evidence Act 1984 (PACE); breath tests and police action in relation to motoring offences.

Headline figures show that in the 12 months to 31 March 2011, the police in England and Wales:

• Arrested 1.4 million people, 2% fewer than in 2009/10;
• Stopped and searched 1.3 million people and/or their vehicles, 8% fewer than in 2009/10
• Breath tested 0.7 million people (in 2010), 10% fewer than in 2009.

This release replaces the previous Home Office Statistical Bulletin on Police Powers and Procedures. Despite the change in mode of publication the summary text and tables are broadly similar. In addition, manipulable datasets for some topics can now be provided.
