The Driving Standards Agency (DSA) is an executive agency within the Department for Transport (DfT) whose mission is “Safe Driving for Life”.

The DSA contributes to the DfT’s Business Plan 2010-15, and this plan sets out the measures, outcomes and key programmes that the Driving Standards Agency aims to deliver during 2012-13.

The business plan is influenced by the government’s Open Public Service White Paper which sets out the government’s approach to public services by applying five key principles:

• Choice – to be increased wherever possible
• Decentralisation – power should be decentralised to the lowest appropriate level
• Diversity – public services should be open to a range of providers
• Fairness – access to public services should be fair
• Accountability – public services should be accountable to users and taxpayers.
