This report analyses the impact of emergency budgets for 2010/2011 on the road safety sector and makes recommendations which encourage best use of road safety funding within the context of budget cuts expected in the CSR in October 2010.

It is an appropriate time to look objectively at the sector as a whole, identify the range of resources employed and highlight structural weaknesses before looking in detail at the impact of evolving conditions.
This report forms the first of a two part series written by the Parliamentary Advisory Council for Transport Safety (PACTS) on behalf of the RAC Foundation. The aim of this series is to establish:
• The impact of road safety cuts on research and practice at the national and local level; and
• The research and practice gaps that will need to be filled to ensure that the UK maintains or improves its road safety record.
This first report analyses the impact of emergency budgets for 2010/2011 on the road safety sector and makes recommendations which encourage best use of road safety funding within the context of budget cuts expected following the Comprehensive Spending Review (CSR) in October 2010. The second report will review the outcomes of the CSR and establish what impact spending cuts have had on the road safety environment.
