This paper is one of a series of ‘essential evidence’ papers which summarise key evidence from peer-reviewed literature which is used to strengthen the case for current transport policies and practice.

This paper, ‘Beyond Best Practice in Road Safety thinking – seeking a culture change’, argues that a culture change is needed for a safe systems approach to achieve objectives of eradicating deaths and life changing injuries on the road. It also suggests that political commitment, public support, cooperation across agencies and coordination are essential ingredients.

The paper was prepared by Dr Adrian Davies, visiting professor at the University of West England. Dr Davies is the UK’s only health and transport specialist funded by a Public Health Directorate and placed in a Transport Department – that of Bristol City Council.
