Driverless cars in the UK: a regulatory review

This review analyses the existing legal and regulatory situation for testing, producing and marketing highly and fully automated vehicles in the UK.The review identifies issues that need to be addressed to enable automated vehicle technology testing on UK roads while maintaining high levels of road safety. It covers the best and safest ways to trial vehicles where a qualified individual is present who is capable of taking control of the car. It also looks further ahead, to the implications of potential use of fully autonomous vehicles.

There are two reports: a summary report and action plan; and a detailed review of regulations for automated vehicle technologies.

The Government’s next step will be to introduce a code of practice which will provide industry with the framework they need to trial cars in real-life scenarios. The code of practice is scheduled for publication in spring 2015, with the first driverless cars expected to be tested on roads by summer 2015.
