Lincolnshire County Council

Lincolnshire Road Safety Partnership was formed in 2000 in response to a rising trend in road casualties and following a Best Value review of the County Councils Road Safety Service. The formation of the Partnership represented a radical and innovative approach to road safety in Lincolnshire and recognised that the reduction of road casualties requires a partnership approach to road safety issues. The partnership has expanded from its initial membership of four and now brings together six agencies all with a vested interest in road safety.

These are:
• County Council
• Police
• NHS Teaching PCT
• Highways Agency
• Probation Service
• Fire and Rescue

The Safety Camera Partnership is also located within LRSP and this ensures that safety camera technology is deployed as part of a wider road safety strategy, encompassing education, engineering and enforcement measures.

The benefits of this partnership arrangement are immense. It provides a centralised road safety unit from which the entire core functions of road safety are co-ordinated. This provides a focus for the public and enables a comprehensive multi-agency response to any road safety issue.

The Partnership has replaced independent Police and County Council collision databases with a single system and centralised inputting. This has significantly improved the quality of data that can be provided and ensures that all road safety and roads policing strategies are data led. The database is also crucial to monitoring Government, Best Value and internal performance indicators for both Police and County Council.
