In April 2009, Bedfordshire County Council split to create three unitary authorities, which included Central Bedfordshire Council. Central Bedfordshire covers an area of approximately 716km² making it the 11th largest unitary authority in England by area (ONS2001 Census).

In 2010, Amey, the existing highways services provider, took on the provision of the road safety education, training and publicity (ETP) service for Central Bedfordshire Council. Collision and casualty data analysis identified key areas of focus for ETP provision: young drivers, passengers, powered two-wheeler riders and children.

Amey and Central Bedfordshire Council are also members of the Bedfordshire and Luton Casualty Reduction Partnership, which promotes partnership working to encourage efficient, effective and economic practices that enable continuous improvement to ETP service provision.
