Parking Enforcement Cars - outside schools

Has anyone any experience of parking enforcement vehicles (camera cars) being used outside schools? Is anyone currently using these and if so, have you done any evaluation of their effectiveness? Many thanks.

I cannot help directly with your request, but I can suggest an alternative. West Midlands Police have recently adopted a new approach to this. The roads policing unit have been working with local neighbourhood teams to introduce third party reporting of examples of bad parking for some schools. Members of the public can now supply images of poor parking to the local neighbourhood teams, and they will then prosecute on the basis of the footage/image.

Leicestershire County Council have had a camera car out for some time now. Give James Gibson at LCC a shout as he may be able to offer more info than I can.

Our local beat teams have no capacity for analysing third party video of poor school parking, and our Criminal Justice Unit has been inundated with close pass and weight infringement videos so the camera car is out only option.

Hi there,

I would be wary of introducing another vehicle into an already congested area.
We've used a "Pop Up Bob" cardboard cut-out police figure which is put out on an ad-hoc basis at various problem locations. Parents seem to clock it and park elsewhere. It has fooled several. One tweeted her panic and the story was picked up by the press.

Hi there,

I'm currently working very closely with the Parking Enforcement Team for a Local Authority. Their stance is that they would like to say more 'School Keep Clears' outside schools so that the enforcement vehicle can be effective in its role. For them it's their best preventative measure for indiscriminate parking outside schools. My personal stance is that a combination of hard and soft engineering measures is the way forward. Restrictions yes, where necessary but also a comprehensive travel plan with Local Authorities working closely with the school to achieve modal shift targets.

In answer to your question, Parking Services would say they are effective. I can ask for specific data and see if I can get it to you if it helps.

Dean,

As Stuart from Leicestershire Police has posted we use a camera-equipped car to monitor and enforce parking restrictions outside schools.

Using automatic number plate recognition technology, the car is used by officers to collect the necessary evidence to issue a Penalty Charge Notice to drivers who park on zig-zag lines (school keep clear markings).

The car is equipped with an intelligent enforcement system that uses GPS to recognise where restrictions begin and end as the vehicle is driven though a restriction zone.

Swindon Borough Council operate car mounted camera enforcement of keep clear markings outside schools. I'm afraid we haven't done any formal evaluation but I can put you in contact with my colleagues in Parking for more information from an operational perspective if useful.

Hi Dean,

I am afraid we do not use camera cars- we do however use fixed enforcement cameras for school zig zags.
